"Being licensed" means I am fully insured and have a contractor's license from the state of Hawaii which is up to date and in good standing. A GE license is only a license that enables one to pay general excise tax which is required for licensed and unlicensed contractors. I have one of those as well. It's a reference number for tax identification purposes only when claiming general excise tax in the state of Hawaii. Unlicensed contractors are prohibited from working on projects that exceed $1,000 per job. If they are found working without a license from the state of Hawaii, they can be assessed a fine up to $5,000 and their equipment can be confiscated and they can be kicked of the job site as well. If you hire an unlicensed contractor and there is a conflict, the home owner/costumer has no recourse for litigation. The state will just inform you that is the reason they recommend hiring a licensed contractor in the first place. The licence protects both parties. Anyone with access to a computer can visit the state of Hawaii Department of Commerce and Consumer Affairs (DCCA) website and check if a contractor is indeed licensed and if that license is current and in good standing as well as if there has been any prior complaints or litigation pending against said contractor. Information on a contraction can be located by cross reference either by contractors name, company name or contractor's license number.
